Section: 7.4 Examination Authority

(A) The authority to set and host

1. "Commonwealth of Australia Approved Level One Specialist Public Functionaries Certificate" exam

2. "Commonwealth of Australia Approved Level Two Specialist Public Functionaries Certificate" exam

3. "Commonwealth of Australia Approved Level Three Specialist Public Functionaries Certificate" exam

4. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

5. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and 

6. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

Should be vast upon the Human Resource Senior Committee of the House of Human Resource

(B)

The Human Resource Senior Committee of the House of Human Resource should authorize the Ministry of Human Resource of the House of Administration to set and host 

1. "Commonwealth of Australia Approved Level Two Specialist Public Functionaries Certificate" exam

2. "Commonwealth of Australia Approved Level Three Public Functionaries Certificate" exam

3. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

4. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and 

5. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude 

1. Defence specialist knowledge and technician exam and

2. Defence para-specialist knowledge and para-technician exam

Such examinations should be conducted under the supervision of the Human Resource Senior Committee of the House of Human Resource, to ensure that the setting and hosting of the exams, is in compliance with the law and constitution of the Commonwealth and if the Human Resource Senior Committee of the House of Human Resource believe the setting or hosting fail to be in compliance with the law or constitution of the Commonwealth, it should inform the judicatory branch of the Commonwealth, for the Federal High Court to make a decision.  

(C)

The Human Resource Senior Committee of the House of Human Resource should authorize the Ministry of Human Resource of all States and Federal Districts to set and host 

1. "Commonwealth of Australia Approved Level Three Public Functionaries Certificate" exam

2. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

3. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and 

4. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude 

1. Defence specialist knowledge and technician exam and

2. Defence para-specialist knowledge and para-technician exam

Such examinations should be conducted under the supervision of the Human Resource Senior Committee of the House of Human Resource and the Ministry of Human Resource of the House of Administration, to ensure that the setting and hosting of the exams, is in compliance with the law and constitution of the Commonwealth and if the Human Resource Senior Committee of the House of Human Resource or Ministry of Human Resource of the House of Administration believe the setting or hosting fail to be in compliance with the law or constitution of the Commonwealth, it should inform the judicatory branch of the Commonwealth, for the Federal High Court to make a decision.  

(D)

The Human Resource Senior Committee of the House of Human Resource should authorize all Provinces and State Districts to set and host 

1. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

2. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude 

1. Defence specialist knowledge and technician exam and

2. Defence para-specialist knowledge and para-technician exam

Such examinations should be conducted under the supervision of the Human Resource Senior Committee of the House of Human Resource, the Ministry of Human Resource of the House of Administration and the Ministry of Human Resource of the State that Province or State District belongs to, to ensure that the setting and hosting of the exams, is in compliance with the law and constitution of the Commonwealth and if the Human Resource Senior Committee of the House of Human Resource or Ministry of Human Resource of the House of Administration believe the setting or hosting fail to be in compliance with the law or constitution of the Commonwealth, it should inform the judicatory branch of the Commonwealth, for the Federal High Court to make a decision.  

(E)

The Secretary Armed Forces Council and the Ministry of Defence should form a Defence Human Resource Committee

The Human Resource Senior Committee of the House of Human Resource should authorize such Committee to set and host  

1. "Commonwealth of Australia Approved Level Two Specialist Public Functionaries Certificate" exam

2. "Commonwealth of Australia Approved Level Three Public Functionaries Certificate" exam

3. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

4. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and 

5. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude 

1. Civil servant specialist knowledge and technician exam and

2. Civil servant para-specialist knowledge and para-technician exam

Such examinations should be conducted under the supervision of the Human Resource Senior Committee of the House of Human Resource, to ensure that the setting and hosting of the exams, is in compliance with the law and constitution of the Commonwealth and if the Human Resource Senior Committee of the House of Human Resource believe the setting or hosting fail to be in compliance with the law or constitution of the Commonwealth, it should inform the judicatory branch of the Commonwealth, for the Federal High Court to make a decision.  

(G) 

The Ministry of Defence should have a department for each armed force of the Commonwealth, such department and such armed force should work in partnership to form a human resource subcommittee for such armed force. 

The Human Resource Senior Committee of the House of Human Resource should authorize such subcommittee to set and host  

1. "Commonwealth of Australia Approved Level Three Public Functionaries Certificate" exam

2. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

3. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

4. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude 

1. Civil servant specialist knowledge and technician exam and

2. Civil servant para-specialist knowledge and para-technician exam

Such examinations should be conducted under the supervision of the Human Resource Senior Committee of the House of Human Resource and such Defence Human Resource Committee, to ensure that the setting and hosting of the exams, is in compliance with the law and constitution of the Commonwealth and if the Human Resource Senior Committee of the House of Human Resource or such Defence Human Resource Committee believe the setting or hosting fail to be in compliance with the law or constitution of the Commonwealth, it should inform the judicatory branch of the Commonwealth, for the Federal High Court to make a decision.  

(H) 

The Ministry of Defence should have a sub department for each secondary armed force of the Commonwealth, such sub department and such secondary armed force should work in partnership to form a human resource sub subcommittee for such secondary armed force. 

The Human Resource Senior Committee of the House of Human Resource should authorize such human resource sub subcommittee to set and host  

1. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and

2. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam

But exclude 

1. Civil servant specialist knowledge and technician exam and

2. Civil servant para-specialist knowledge and para-technician exam

Such examinations should be conducted under the supervision of the Human Resource Senior Committee of the House of Human Resource, such Defence Human Resource Committee and the Defence Human Resource Sub Committee of the Armed Force this Secondary Armed Force is subject to, to ensure that the setting and hosting of the exams, is in compliance with the law and constitution of the Commonwealth and if the Human Resource Senior Committee of the House of Human Resource or such Defence Human Resource Committee or such Defence Human Resource Sub Committee believe the setting or hosting fail to be in compliance with the law or constitution of the Commonwealth, it should inform the judicatory branch of the Commonwealth, for the Federal High Court to make a decision.  

(E)

The Human Resource Senior Committee of the House of Human Resource has the authority to have agencies subject to it that got the authority set and host

1. "Commonwealth of Australia Approved Level One Specialist Public Functionaries Certificate" exam

2. "Commonwealth of Australia Approved Level Two Specialist Public Functionaries Certificate" exam

3. "Commonwealth of Australia Approved Level Three Public Functionaries Certificate" exam

4. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" exam

5. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" exam and 

6. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate" exam
