Section 7.3 Examination Process


(A) The qualifications for 

1. "Commonwealth of Australia Approved Level One Specialist Public Functionaries Certificate"

2. "Commonwealth of Australia Approved Level Two Specialist Public Functionaries Certificate" 

3. "Commonwealth of Australia Approved Level Three Public Functionaries Certificate" 

4. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" and

5. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" 

6. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate"

Shall be determined and registered through examination in accordance to the law, including

1. "Qualification for Appointment as Public Functionaries Exam" and

2. "Qualification for Practice in Specialized Professions or as Technicians Exam" for

a. "Commonwealth of Australia Approved Level One Specialist Public Functionaries Certificate"

b. "Commonwealth of Australia Approved Level Two Specialist Public Functionaries Certificate" 

c. "Commonwealth of Australia Approved Level Three Specialist Public Functionaries Certificate" 

d. "Commonwealth of Australia Approved Level Four Specialist Public Functionaries Certificate" and

3. "Qualification for Practice in Para-Specialized Professions or as Para-Technicians Exam" for

a. "Commonwealth of Australia Approved Level One Para-Specialist Public Functionaries Certificate" 

b. "Commonwealth of Australia Approved Level Two Para-Specialist Public Functionaries Certificate"

(B) In regards to the "Qualification for Appointment as Public Functionaries Exam”, the exam should include

1. Testing the exam taker's level of approval of 

a. modern western values, over traditional western values
b. modern western value, over Bible values, 
c. a set of philosophy that father modern western value, over traditional western value
d. a set of philosophy that father modern western value, over Bible value

when there are contradictions between the two, with approval of modern western value and approval of such philosophy that father modern western value as the correct answer, to prevent officials for misusing his power or for conducting discrimination or unfair treatments or been prejudice towards people simply for

a. not been white or 
b. not been a Christian or
c. for violating the teaching of the bible or
d. for been white woman who is romantically involve with a man who is not white or is not a Christian

Especially in relationship to 

a. Jews, 
b. Muslims, 
c. Atheist, 
d. Unwed Mothers, 
e. Homosexuals, 
g. Evolutionists, 
h. Blacks 
i. Aboriginal Australians, 
j. Women who have pre-marital sex
k. preventing public officials to protect Christian men who abuse their spouse or abuse women who he forces to be his spouse against her will, due to the bible approval of such behaviour from Christians
l. preventing officials protecting men who kidnap women and force her to be his spouse against her will, due to the bible approval of such behaviour from Christians. 
m. preventing public officials protecting Christians who murder none Christians, women who have pre-marital sex, educated, people who refuse to obey Christian priests and homosexuals, in accordance to such teaching of the bible. 

Candidate taking the exam should choose from one of the following six ideologies that fathered modern western value, to be tested, within the proportion of the exam where they need to demonstrate approval of a set of ideology that father modern western value, over traditional western value and approval of a set of ideology that father modern western value over Bible value. The six ideologies should be as following

a. "The Moral of Confucius" by Benjamin Franklin from America
b. Voltaire ideology from France
c. Francis Quesnay ideology from France
d. Physiocrats ideology from France
e. "The Analects of Confucius" from ancient China and
g. Ralph Waldo Emerson ideology from America

2. An IQ test

3. An EQ test.

4. Testing the English skills of the candidates, including, reading, writing, speaking and listening

5. An understanding of the constitution of the Commonwealth

6. Addition bonus score should be awarded to candidates who demonstrate been able to communicate in a selected list of languages, other than English, until the law provides otherwise, such languages should be

a. Listening, Speaking, Reading and Writing in People Republic of China Mandarin, 
b. Listening, Speaking, Reading and Writing in Republic of China (Taiwan) Mandarin
c. Listening, Speaking, Reading and Writing in Japanese,
d. Listening, Speaking, Reading and Writing in Korean, 
e. Listening, Speaking, Reading and Writing in Hindi,
g. Listening, Speaking, Reading and Writing in Indonesian
h. Listening, Speaking, Reading and Writing in Arabic
i. Listening, Speaking, Reading and Writing in French and
j. Listening, Speaking, Reading and Writing in German

7. Addition bonus score should be awarded to candidate who demonstrate been of approval of 

a. modern western value over Mao Zedong ideology and
b. a set of ideology that father modern western value over Mao Zedong ideology

When there is contradiction between the two

(C) This constitution defines the modern western value to be

1.
Subject to not causing harm to 

a. international peace, freedom, liberty, prosperity, harmony or property
b. the Commonwealth or its peace, freedom, liberty, prosperity, harmony and property 
c. the society or its peace, freedom, liberty, prosperity, harmony and property from been harmed
d. people or their peace, freedom, liberty, prosperity, harmony and property from been harmed
e. animals or their peace, freedom, liberty, prosperity, harmony and property from been harmed

And subjecting to having perform his civil duty to help maintain the necessary level of peace, freedom, liberty, prosperity and harmony

A person got the right of having peace, freedom, liberty, prosperity, harmony and properties and got the right not have them self and their peace, freedom, liberty, prosperity, harmony and properties been harmed.

Partly, due to the influence of the Confucius concept in regards to liberty and freedom that says no person got the right to enforce a moral value upon another, but can at most try persuade them to such moral value and providing if he cause no disturbance to peace and harmony, a person have the right, not to be moral, if it is to his pleasure, "This is my religion", "This is my culture” “enforcing a set of moral value upon others” “acting according to a set of moral value” is neither a justifiable reason nor excuse for a person to conduct any action that cause harm to 

a. international peace, freedom, liberty, prosperity, harmony or property
b. the Commonwealth or its peace, freedom, liberty, prosperity, harmony and property 
c. the society or its peace, freedom, liberty, prosperity, harmony and property
d. people or their peace, freedom, liberty, prosperity, harmony and property
e. animals or their peace, freedom, liberty, prosperity, harmony and property

Nor is it a justifiable excuse for a person to neglect his civic duty to help maintain the necessary level of peace, freedom, liberty, prosperity and harmony, not even if

1.    Such religion is Christianity
2.    Such religion doctrine is that of Christianity, not even if such doctrine is the bible
3.    Such moral value is that of a religion or the doctrine of a religion, not even if such religion is Christianity and such doctrine is the bible
4.    Such culture is of Christian culture

But, if it causes no harm to 

a. international peace, freedom, liberty, prosperity, harmony or property
b. the Commonwealth or its peace, freedom, liberty, prosperity, harmony and property 
c. the society or its peace, freedom, liberty, prosperity, harmony and property
d. people or their peace, freedom, liberty, prosperity, harmony and property
e. animals or their peace, freedom, liberty, prosperity, harmony and property

nor does it lead a person to neglect his civic duty to help maintain the necessary level of peace, freedom, liberty, prosperity and harmony, "This is my religion", "This is my culture" and “acting in accordance to a set of morality value”, is an excuse for a person to do anything, even if it is to be a sinner in relationship to the doctrine of the Christian faith.

3. 
The concept of been of "same race", "same culture", "same heritage", "same skin colour" or "same religion" make a person one of our own, regardless of circumstances and been of "different race", "different culture", "different heritage", "different skin colour" or "different religion" make a person not one of our own, regardless of circumstances, is a theory that is completely wrong. 

(C) This constitution define traditional western value to be ideology that origin from the Dark Ages Europe and from the Christian bible and define the Inquisition from Europe, the Spanish Inquisition from Spain, the KKK from America, the Nazi Party from Germany, the mass murder of Jews by Nazi Germany, Nazi concentration camp, the White Supremacy Party and Apartheid from South Africa, the Catholic Church Home for Unwed Mother from Ireland, the Salem witch trial from America, the anti-gay protest of Westboro Baptist church of America, the believe of "a husband is a master and a wife is a slave" and the endorsement of abuse towards women of the bible, the Stolen Generation from Australia, the White Australian Policy from Australia and Adolf Hitler from Germany to be symbol of traditional western value. 

(D) In regards to the specialist profession and technician portion of the exam and para-specialist profession and para-technician portion of the exam

Specialist knowledge and technical exam should first be split into two categories including

1. Civil servant specialist profession and technician exam
2. Defence specialist profession and technician exam

Para-Specialist knowledge and para-technical exam should first be split into two categories including

1. Civil servant Para-specialist profession and Para-technician exam

2. Defence Para-specialist profession and Para-technician exam

The Civil servant specialist profession and technician exam and Civil servant Para-specialist professional and Para-technician exam should again be split into three sub categories including

a. administration civil servant exam
b. science exam and
c. business exam

each of the three sub categories of exams, can again be split into multiple sub sub categories depends on the need of the Departments, Sub Departments, Ministries, Administration Committee, Administration Subcommittee, subject to the House of Administration and the Local Governments of the Commonwealth.

The defence specialist profession and technician exam should again be split into three sub categories including

a. Air Defence Knight exam
b. Sea Defence Knight exam and
c. Ground Defence Knight exam

Each of the three sub categories can again be split into multiple sub sub categories depends on the need of each armed force subject to the House of Armed Forces.

The defence para-specialist profession and para-technician exam should again be split into three sub categories including

a. Airman exam
b. Sailor exam and
c. Soldier exam

Each of the three sub categories can again be split into multiple sub sub categories depends on the need of each armed force subject to the House of Armed Forces.

The person taking the test should pick at least one sub sub category to be tested on. The exam includes two sections including

1. A test that test the exam taker as a specialized profession or technician in a field or  a test that test the exam taker as a para-specialized profession or para-technician in a field and


2. the legal knowledge a person need to know, to function as an employee of the Commonwealth, in a field, relevant to such specialized profession or technician or para-specialized profession or para-technician
