(A)
1.
Territories of each Sub District and each Special Sub District can be split
into that of Suburb Council
2.
Territories of each Town can be split into that of Shires Council
3.
Territories of each County can be split into that of Regional Council
Territory of each Suburb Council, Shire Council and Regional Council must have an area size that is over 5km2 in area size and got over one thousand citizens of the Commonwealth, Subject to above,
1. There must be a Suburb Council, for per territory of a Sub District or Special Sub District that got over ten thousand citizens of the Commonwealth and is over 30km2 in area size, if it is not already a part of a Suburb Council
2. There must be a Shire Council,
for per territory of a Town that got over ten thousand citizens of the
Commonwealth and is over 30km2 in area size, if it is not already a part of a
Shire Council
3. There must be a
Regional Council, for per territory of a County that got over ten thousand
citizens of the Commonwealth and is over 30km2 in area size, if it is not
already a part of a Regional Council
Such Council is the government of such territory; such government should only include an executive government and should have no legislative or judicatory authority.
(B)
The
power of the Executive Government of a Suburb Council, a Shire Council and a
Regional Council should be vast on the Chief of the such Suburb Council, Shire
Council or Regional Council, such Chief should be over the age of twenty and
should be elected by citizen of the Commonwealth, who are Voting Citizen of
such District or Province and living upon the territory of such Suburb Council,
Shire Council or Regional Council.
Such Chief should serve a four years term till expires.
The Executive Government
of such government, should include the Chief, one Executive Officer and can
have a number of Assistant Executive Officer only, but the number of
Assistant Executive Officer should not exceed one per three thousand citizens
of the Commonwealth, of such territory and if such territory got less than
three thousand citizens of the Commonwealth, it should have no Assistant
Executive Officer.
(C)
Subject
to each Suburb Council, Shire Council and Regional Council,
1.
Territories of a Suburb Council
2.
Territories of a Shire Council and
3.
Territories of a Regional Council
Can be divided into that of Neighborhood Committees.
Territory of each Neighborhood Committee must be over 0.5km2 in area size and got over one hundred citizens of the Commonwealth and such Neighborhood Committee should be its government, such government should only include an executive government and have no judicatory authority or legislative authority, the power of the executive government is vast on the Chief of the Neighbourhood Committee.
Subject to above each
territory of a Suburb Council, Shire Council and Regional Council that got over
one thousand citizens of the Commonwealth and is over 3km in area
size should have a Neighbourhood Committee, if it is not already a part of
a Neighbourhood Committee
The executive government
of such government, should include the Chief of the Neighbourhood Committee and
can have a number of Assistant Executive Officer, but the number of Assistant
Executive Officer should not exceed one per three hundred citizens of the
Commonwealth, of such territory and if the territory have less than three
hundred citizens of the Commonwealth, it should not have any Assistant
Executive Officer.
(D)
The Chief of the
Neighbourhood Committee should be appointed by the Chief of such Suburb
Council, Shire Council or Regional Council, such territory is a part of, he
should hold an office that expires upon one year or until he no longer live on
such territory. The Chief of the Neighbourhood Committee should be over the age
of fifteen and must live on such territory. The residency of the Chief of the
Neighbourhood Committee should serve as the office of the Neighbourhood
Committee.
(E)
The Assistant Executive
Officer, of a Suburb Council, Shire Council, Regional Council or Neighbourhood
Committee, is commissioned by the Executive Department of the Town, County, Sub
District or Special Sub District, after been appointed by the Chief of such
Suburb Council, Shire Council, Regional Council or Neighbourhood Committee
