Article 12: Miscellaneous

(A)

The Commonwealth should not acquire new territory or abandon any of its existing territory, unless such proposal has firstly been approved by the parliament and then approved by over half of the citizens of the Commonwealth who voted, within a nationwide vote and over ninety percent of all citizen of the Commonwealth that has the right to vote, has voted. Such nationwide vote should be conducted within three months, after such proposal have been approved by the parliament. All citizen of the Commonwealth that is seventeen years old or older and got no criminal record should have such right to vote, but no person age less than seventeen should have such right to vote.

(B)

When the position of Prime Minister and Deputy Prime Minister are both vacant, the President of the Senate shall become the Prime Minister and if such position is also vacant, the Speaker of the House of Representative shall become the Prime Minister and if such position is also vacant, the officer administering the Ministry of Government Auditing shall become the Prime Minister and if such position is also vacant, the Chairman of the Senior Government Monitoring Committee shall become the Prime Minister and if such position is also vacant, the Chairman of the Senior Human Resource Committee shall become the Prime Minister and if such position is also vacant, the Chancellor shall become the Prime Minister and if such position is also vacant, the Vice Chancellor shall become the Prime Minister and if such position is also vacant, the officer administering the Ministry of Finance and Interior Affairs(戶部) shall become the Prime Minister and if such position is also vacant, the officer administering the Ministry of Foreign Affairs, Public Relationship and Public Education(禮部) shall become the Prime Minister and if such position is also vacant, the officer administering the Ministry of Defense(兵部) shall become the Prime Minister and if such position is also vacant the officer administering the Ministry of Justice(刑部) shall become the Prime Minister and if such position is also vacant, the officer administering the Ministry of House of Administration Human Resource(吏部) shall become the Prime Minister and if such position is also vacant, the officer administering the Ministry of Public Service and National Infrastructure(工部) shall become the Prime Minister.

(C)

When the Prime Minister and Deputy Prime Minister are both absent the Chancellor shall serve as Acting Prime Minister and if he is also absent the Vice Chancellor shall serve as Acting Prime Minister and if he is also absent, the officer administering the Ministry of Finance and Interior Affairs shall serve as Acting Prime Minister and if he is absent, the officer administering the Ministry of Foreign Affairs, Public Relationship and Public Education shall serve as Acting Prime Minister and if he is also absent, the officer administering the Ministry of Defense shall serve as Acting Prime Minister and if he is also absent, the officer administering the Ministry of Justice shall serve as Acting Prime Minister and if he is also absent, the officer administering the Ministry of House of Administration Human Resource shall serve as Acting Prime Minister and if he is also absent, the officer administer the Ministry of Public Service and National Infrastructure shall serve as Acting Prime Minister and if he is also absent, the Chairman of the Government Monitoring Senior Committee shall serve as Acting Prime Minister and if he is also absent, the officer administer the Chairman of the Human Resource Senior Committee shall serve as Acting Prime Minister and if he also absent, the officer administering the Ministry of Government Auditing shall serve as Acting Prime Minister and if he is also absent, the President of the Senate shall serve as Acting Prime Minister and if he is also absent, the Speaker of the House of Representative shall serve as Acting Prime Minister.

(D)

1.  The term of the elected Chief of a Suburb Council, Shire Council or a Regional Council, should commence upon the sixth of June twelve o'clock noon within a Level Four Elected Chieftain Commence Year, which should be the year, following the Level Three Elected Chieftain Commence Year.   

2.  The term of the elected Sub Premier of a Special Sub District, a Town or a County, should commence upon the sixth of June twelve o'clock noon within a Level Three Elected Chieftain Commence Year, which should be the year, following the Level Two Elected Chieftain Commence and Expiring Year.

3. The term of the elected Premier of a State, District or Province should commence upon the sixth of June twelve o'clock noon, within a Level Two Elected Chieftain Commence Year, which should be the year, following the level one Elected Chieftain Commence Year.

4. The term of the elected Prime Minister should commence upon the sixth of June twelve o'clock noon, within a Level One Elected Chieftain Commence Year, which should be the first year of every four years.

Thus, only the term of one level of Chieftain would commence and expire, in a year, when each level of Chieftain serves a term that expires upon four years.

(E)

This constitution defines the people of the Commonwealth to be those who are citizens of the Commonwealth.

(G)

Upon the Queen in the sovereignty of the United Kingdom, during the year of 2017, seize been Queen in the sovereignty of the United Kingdom or if her heir and successor succeed her, the following should take place, even if such Queen in the sovereignty of the United Kingdom, during the year of 2017, become the Queen in the sovereignty of the United Kingdom again. 

1. The Commonwealths should become independent from the Crown of the United Kingdom. Nor been subject to the Crown of the United Kingdom, even if such Queen in the sovereignty of the United Kingdom, during the year of 2017, become the Queen in the sovereignty of the United Kingdom again,

2. The Commonwealth should now have a President of the Commonwealth and a Vice President of the Commonwealth.

3. The Prime Minister should be the President of the Commonwealth, when the Prime Minister is absent, the Acting Prime Minister should be the President of the Commonwealth 

3. The Deputy Prime Minister should be the Vice President of the Commonwealth

4. The term of "the Crown" should be replaced by the term "the President" within this constitution

5. The term  

a. "The United Kingdom of Great Britain and Ireland", 

b. "Queen" and 

c. "Her Majesty's heirs and successors" 

Should be replaced by the term "The Commonwealth of Australia" within the following lines of the Constitution:

a. WHEREAS the people of New South Wales, Victoria, South Australia, Queensland and Tasmania, humbly relying on the blessing of Almighty God, have agreed to unite in one indissoluble Federal commonwealth under the Crown of the United Kingdom of Great Britain and Ireland, and under the Constitution hereby established

b. And whereas it is expedient to provide for the admission into the Commonwealth of other Australasian Colonies and possessions of the Queen:

c. Be it therefore enacted by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:"

d. The provisions of the Act referring to the Queen shall extend to Her Majesty's heirs and successors in the sovereignty of the United Kingdom

6. The sentence “But the Queen may, at any time after the proclamation, appoint a Governor-General for the Commonwealth." should be replaced by the term "The Chancellor is also the Governor General for the Commonwealth, but if he is not the Chancellor he seizes been the Governor General of the Commonwealth " within the following line of the Constitution:

a. It shall be lawful for the Queen, with the advice of the Privy Council, to declare by proclamation that, on and after a day therein appointed, not being later than one year after the passing of this Act, the people of New South Wales, Victoria, South Australia, Queensland, and Tasmania, and also, if Her Majesty is satisfied that the people of Western Australia have agreed thereto, of Western Australia, shall be united in a Federal Commonwealth under the name of the Commonwealth of Australia. But the Queen may, at any time after the proclamation, appoint a Governor-General for the Commonwealth.

7. “The Queen’s ships of war excepted”, shall replace the term “the Queen’s ships of war not excepted” within the following line of the constitution

a.

This Act, and all laws made by the Parliament of the Commonwealth under the Constitution, shall be binding on the courts, judges, and people of every State and of every part of the Commonwealth, notwithstanding anything in the laws of any State; and the laws of the Commonwealth shall be in force on all British ships, the Queen's ships of war excepted, whose first port of clearance and whose port of destination are in the Commonwealth.

8 In reference to the custom of the United Kingdom, nobility system

a. The President, Vice President, Prime Minister, Deputy Prime Minister, former Prime Minister and former Deputy Prime Minister, should also be known as a Duke

b. The Prefect of a Federal District and the Governor of a State should also be known as a Marquesses

c. The Governor of a Province and the Prefect of a State District should also be known as an Earl 

d. The Prefect of a Province District should also be known as a Baronet.

(H)

If the Commonwealth gain its independence from the Crown of the United Kingdom, due to the death of the Queen of the sovereignty of the United Kingdom during the year of 2017. The Commonwealth cannot celebrate such independence from the Crown of the United Kingdom, within the first three years of such independence.

(I)

Whenever the President or former President of the Commonwealth, who is also the Prime Minister or former Prime Minister passed away, there should be a three weeks morning for his death. Upon the death of the Queen in the sovereignty of the United Kingdom during the year of 2017, there should be a three weeks morning for her death. 

(J)

Chapter 1 Part 2 Section 2 of this constitution should no longer be used.

Chapter 1 Part 2 Section 2 State: A Governor-General appointed by the Queen shall be Her Majesty's representative in the Commonwealth, and shall have and may exercise in the Commonwealth during the Queen's pleasure, but subject to this Constitution, such powers and functions of the Queen as Her Majesty may be pleased to assign to him.

Chapter 1 Part 2 Section 4 of this constitution should no longer be used

Chapter 1 Part 2 Section 4 State: The provisions of this Constitution relating to the Governor-General extend and apply to the Governor-General for the time being, or such person as the Queen may appoint to administer the Government of the Commonwealth; but no such person shall be entitled to receive any salary from the Commonwealth in respect of any other office during his administration of the Government of the Commonwealth.

(K)

There should be at least four designs for the official crown and rob for the President as the Head of State, with at least one design that is

1 created in reference to crown and robs of the Queen of the United Kingdom, during the year of 2017 and at least one design that is

2 created in reference to the crown and rob of the Emperor of the Ancient Roman Empire and at least one design that is

3 created in reference to the crown and rob created of the Emperor of ancient China and at least one design that is

4 created in reference to the custom relating to the Chief of Aboriginal Australian.

Each Prime Minister, should choose one design, as his official rob and crown as the President, which is the Head of State, but, only a Prime Minister with at least ten precent Aboriginal Australian heritage, can chose the set of rob and crown, created in reference to the custom relating to the Chief of Aboriginal Australian. The Acting Prime Minister should not chose a set of rob and crown as the Head of State, as he is only the President till, the Prime Minister return from absent.

(L)

Until the Queen in the sovereignty of the United Kingdom, during the year of 2017, seize been Queen in the sovereignty of the United Kingdom or if her heir and successor succeed her, the Queen in the sovereignty of the United Kingdom, during the year of 2017, should be the head of the Commonwealth.

After the Queen in the sovereignty of the United Kingdom, during the year of 2017, seize been Queen in the sovereignty of the United Kingdom or if her heir and successor succeed her, the President should be the head of the Commonwealth, even if the Queen in the sovereignty of the United Kingdom, during the year of 2017, become the Queen in the sovereignty of the United Kingdom, again.
