The Human Resource of the Commonwealth should be split into three Grades,the higher of the three Grades is the Dragon Grade, the second highest of the three Grades is the Phoenix Grade, the lowest of the three Grade is the Emu and Kangaroo Grade. The Dragon Grade is the Queen, the President, the Prime Minister and prior to becoming a Republic the Governor General, after becoming a Republic, the Governor General should become that of Emu and Kangaroo Grade. The Phoenix Grade should be the Vice President, Deputy Prime Minister and Acting Prime Minister

The Emu and Kangaroo Grade, can again be split into eighteen levels from highest to lowest it should be

1. Senior Level One 正一品
2. Deputy Level One 從一品
3. Senior Level Two 正二品
4. Deputy Level Two 從二品
5. Senior Level Three 正三品
6. Deputy Level Three 從三品
7. Senior Level Four 正四品
8. Deputy Level Four 從四品

Senior Official Class C, Senior Official Class D and Senior Official Class E are of Deputy Level Three

Middle Official Class A and Middle Official Class B are of Senior Level Four
Middle Official Class C, Middle Official Class D and Middle Official Class E are of Deputy Level Three

Junior Official Class A and Junior Official Class B are of Senior Level Five
Junior Official Class C, Junior Official Class D and Junior Official Class E are of Deputy Level Five

Senior General Personnel Class A and Senior General Personnel Class B are of Senior Level Six
Senior General Personnel  Class C, Senior General Personnel  Class D and Senior General Personnel  Class E are of Deputy Level Six

Middle General Personnel Class A and Middle General Personnel Class B are of Senior Level Seven
Middle General Personnel Class C, Middle General Personnel Class D and Middle General Personnel Class E are of Deputy Level Seven

Junior General Personnel Class A and Junior General Personnel Class B are of Senior Level Eight
Junior General Personnel Class C, Junior General Personnel Class D and Junior General Personnel Class E are of Deputy Level Eight

Assistant General Personnel Class A and Assistant General Personnel Class B are of Senior Level Nine
Assistant General Personnel Class C, Assistant General Personnel Class D and Assistant General Personnel Class E are of Deputy Level Nine
